D.C. Council

 The DC Council is the central and chief policy-making body for the District of Columbia. Its responsibilities also include oversight of multiple agencies, commissions, boards and other instruments of DC government. The DC Council houses 33 offices for council representatives and the Mayor.  With multiple hearings often occurring at the same time, the client needed the ability to view four hearings on a single display within each office. Commercially available tools and software were prohibitively expensive.

Human Circuit created an application that runs on a Mac Mini and utilizes online Over the Top (OTT) video streams from the local networks. Installed behind each display is a Mac Mini running only this application and for a fraction of the cost of a commercial product. Four video streams can now be  shown simultaneously on each display. The display is partitioned into different IP based feeds either from the local network, or OTT from an external internet source, showing multiple feeds on a single display. Additional features include Closed Captioning, where available, and displaying the room or channel number for ten seconds. By default, the audio is muted when in Multiviewer mode, but when a single channel is brought to the full screen audio is enabled. A double-click anywhere on the screen will revert the display back to multiviewer mode.

The solution Human Circuit developed for the DC Council has been packaged and used with additional clients, including medical facilities where they are monitoring 30+ IP based cameras across numerous rooms. This simple hardware and software solution can replace costly and heavy to maintain multiviewer systems for different applications.
